The Highways Department of the Government of Tamil Nadu follows the Public Works Department’s (PWD) classification of contractors, application fees, and registration fees. The PWD may revise these fees and classifications in the future, and the Highways Department will adopt the same changes
To apply for contractor registration with the Water Resources Department (WRD) of Bihar, you can follow these steps:

- Balance sheet
- Audited balance sheet statements for the last five years
- Department certificate with HWAY
- Access to credit facilities from bankers
- Work done certificate
- Annual turnover certificates for the last five years
- Machinery details, including tools and plants, and whether they are owned, rented, or leased
- Manpower details
